Alfredas Pekeliūnas was born on 9 March 1948 in Rokiškis.
1970 - graduated from the Veterinary Academy of Lithuania, diploma of zootechnician researcher.
1989 Higher Party School of Leningrad, diploma of social psychology.
Since April 2000 he was the Mayor of Panevėžys District Municipality.
1979-2000 Director General of Krekenavos Agrofirma AB.
1975-1979 deputy chairman for production of Širvintos inter-collective farm pig-breeding complex.
1971-1975 head of the group in the Institute of Research of Agricultural Economy.
1970-1971 service in the army, Baranovičiai strategic aircraft division. Operator of flights.
In 1983 he studied at the Management School in Budapest. 1987 English language courses in England, Lemington. 1999 graduated from the Higher International Management School, studies of business and finance management.
Author of many articles and brochures on the issues of agricultural production, management and improvement of quality.
1975 thesis on the topic: Scientific Organisation of Work in Large Cow Farms, on the basis of which several farms introduced new methods of work organisation.
Member of the Board of the Association of Local Authorities. Several terms in a row deputy of the Council of Panevėžys District, member of the council of the district municipality.
Since 1996 member of Panevėžys Rotary Club.
Member of the Board of the Union of Farmers and New Democracy Parties, Chairman of the Division of Panevėžys District of this Party.
Married, three children. Wife Žana economist at the Krekenavos Agrofirma AB. Son Saulius is a manager. Daughter Jurgita is a manager. Daughter Giedrė is a 3rd-year student at Gediminas Technical University.
Fluent in spoken and written Lithuanian and Russian. Satisfactory knowledge of the English language.

In 1999 he graduated Lapėnas Flight School, was awarded the licence of a pilot amateur, participated in various aviation events.
