Born on 17 June 1935, in Madrid. Married, 4 children.

Son of José Maria Gil-ROBLES QUIŃ ONES, founder and President of ‘Actión Popular’ and the ‘Confederatión Autonómas (CEDA) and Minister for War during the Second Republic.

The President spent his childhood and much of his youth in Estoril (Portugal), where his parents lived in exile. It was during this time that he acquired a knowledge of Portuguese, French, English and Italian as a result of mixing with families freeing from occupied Europe.

PROFESSIONAL CAREER

In 1952, on his return to Spain, he read Law in Deusto (Basque county) and Salamanca where he graduated with honours.
In 1959-1989 - legal adviser to the Cortes after passing the competition for entry to the Higher Order of Jurists of the Spanish Parliament, editing the ‘Foreign Law Journal’.
In 1959-1997 - practiced as a lawyer (member of the Bar Association of Madrid, Barcelona, Bilbao and Salamanca).
In 1974 - publication of various legal works concerned with the restoration of democracy. Publication of numerous studies on parliamentary and public law.

POLITICAL CAREER

In 1957 - member of the Spanish Association for European Co-operation, closely linked to the European Movement.
In 1962 - member of the Christian Social Democratic movement, which he represented at various European and international congresses, encouraging the alignment of the Spanish Christian Democratic parties.
In 1972 - member of the Executive Board of the Christian Democratic Unit of the Spanish State, formed by the Basque Nationalist Party (PNV), the Democratic Union of Catalonia (UDC), the Christian Democrat Left and the Christian Social Democrats.
In 1977 - elected Secretary-general at the first Party congress, becoming by virtue of his office a member of the Bureau of the European Union of Christian Democrats (EUCD).
In 1984- President of the Centre for Community Studies set up by members of the Spanish Christian Democrats.
In 1985 - Vice-president of the Foundation for Humanism and Democracy, which is linked to the Konrad Adenauer Foundation.
In 1996 - President of the Spanish Council Delegation of the European Movement.

EUROPEAN PARLIAMENT

In 1989 - member of the European Parliament, having accepted an invitation from the Partido Popular to stand for the European elections.
From 1989 till June 1994 - member of the Committee on Petitions, the Committee on the Rules of Procedure and the Verification of Credentials, the Committee on Social Affairs and Employment and the Committee on institutional Affairs.
Vice-chairman of the Group of the European People’s Party in the European Parliament (EPP) during the first half of the parliamentary term.
Chairman of the Committee in Institutional Affairs, during the second half of the parliamentary term.
Member of the EPP Bureau since 1990 and the National Executive Committee of the Spanish Partido Popular.
July 1994 - re-elected as member of the European Parliament and elected as vice-president of the European Parliament.
EPP Group co-ordinator for Parliament’s Committee on Institutional Affairs and member of the committee mentioned above.
January 1997 - elected President of the European Parliament.

PROF. DR. VACLAV KLAUSPROF. DR. VACLAV KLAUS

PRESIDENT OF THE CHAMBER OF DEPUTIES OF THE CZECH PARLIAMENT

 
Born on 19 June 1941 in Prague, Czechoslovakia. He graduated from the Prague School of Economics in 1963 where he studied international economic relations and international trade. Until 1970 he worked as a researcher at the Institute of Economics of the Czechoslovak Academy of Sciences. His main areas of interest were macroeconomics theory, monetary and fiscal policies, and comparative economics. After the invasion of Czechoslovakia by the Warsaw pact forces, he was forced to leave the Academy of Sciences for political reasons and from 1971 to 1986 he occupied various positions in the Czechoslovak State Bank. He is a professor of finance at the Prague School of Economics.

As one of the founders of the Czechoslovak Civic Forum Movement (OF), the leading political organisation in the country after the Velvet Revolution in 1989, Vaclav Klaus was elected its Chairman in 1990. After the split of OF in 1991, Vaclav Klaus was one of the founders of the Civic Democratic Party and has been its Chairman since April 1991.

Since March 1996 Vaclav Klaus has been Vice-Chairman of the European Democratic Union (EDU).

From December 1989 until 2 July 1992, Vaclav Klaus served as the first non-communist Minister of Finance after more than forty years of the communist rule. In June 1992 after the victory in the parliamentary elections, he became Prime Minister of the Czech Republic. He was again re-appointed Prime Minister in July 1996. He resigned from this post in November 1997.

In July 1998, after the early parliamentary elections, he was elected President of the Chamber of Deputies of the Czech Republic.

Vaclav Klaus is a member of the Mont Pelerin Society and a recipient of 13 honorary doctorate degrees in 7 countries and of 17 international awards. His views on inflation, monetary and fiscal policies, on comparative economic systems and on economic transformation have been published in many scientific journals in his homeland and elsewhere. He has published 19 books.

Vaclav Klaus is married to Livia Klausova and they have two sons.


SPYROS KYPRIANOUSPYROS KYPRIANOU

PRESIDENT OF THE HOUSE OF REPRESENTATIVES OF CYPRUS

 
Born in Limassol in 1932. Studied economics and commerce at the city of London College, as well as law at Gray’s Inn. He also studied comparative law and was awarded a diploma.

While a student in London, Spyros Kyprianou founded the National Union of Cypriot Students in England (E.F.E.K.A.) of which he was the first president. In 1952 he was appointed Secretary of Archbishop Makarios in London and in 1954 he assumed responsibility for the Office of the Secretary of the Cyprus Ethnarchy in London, the major objective of which was to enlighten the British public opinion on the Cyprus issue. This enlightenment effort was intensified after the start of the liberation struggle in Cyprus in 1955. As a result of this activity, Spyros Kyprianou was forced to leave England in June 1956 and then he went to Greece where he collaborated with the Panhellenic Committee for Self-Determination for Cyprus on matters related to the projection of the Cyprus case on the international scene.

from August 1956 to March 1957, Spyros Kyprianou represented the Cyprus Ethnarchy in new York. Later, he was allowed to return to his London post as a representative of the Cyprus Ethnarchy. He stayed in London until the signing of London-Zurich Agreements for the independence of Cyprus and returned to Cyprus with Archbishop Makarios in March 1959.

During the transitional period after the signing of the agreements on Cyprus, Spyros Kyprianou represented the Greek-Cypriot side at the Athens Conference for the drafting of the Agreement on the Application of the Tripartite Alliance (Cyprus - Greece - Turkey) that was provided for in the London-Zurich Agreements.

With the declaration of the independence of Cyprus in August 1960, the President of the republic of Cyprus Archbishop Makarios appointed Spyros Kyprianou Minister of Justice and a few days later Minister of Foreign Affairs.

As Minister of Foreign Affairs, he repeatedly represented Cyprus at the UN Security Council, as well as in the sessions of the General Assembly of the United National during debated on the Cyprus issue. He also participated in meetings of the Committee of Ministers of the Council of Europe of which he served as Chairman from April to December 1967. In addition, he visited many countries and represented Cyprus in negotiations with many governments.

In September 1964 he signed the Agreement for the Soviet Military Aid to Cyprus in Moscow.

He resigned from his post as Minister of Foreign Affairs on 5 May 1972 after a serious dispute with the military regime in Athens.

After his resignation, he worked as a lawyer and a legal councilor. On August 1, 1974, after the coup of the Greek junta and the Turkish invasion in Cyprus, Spyros Kyprianou went to Athens where he had talks with the government of the National Union which took over after the collapse of the junta. He travelled between Athens and London where President Makarios was temporarily staying. In September 1974, he headed the Cyprus delegation to the General Assembly of the United Nations during the debate on Cyprus. In February 1975, he attended the Security Council meeting in New York as member of the Cyprus delegation.

On 12 May 1976 he announced the establishment of the Democratic Party. In the parliamentary elections of September 1976, the Democratic Party won 21 seats out of the total of 35 in the House of Representatives, and Spyros Kyprianou was elected President of the House.

After the death of President Archbishop Makarios on 3 August 1977, Spyros Kyprianou became Acting President of the Republic in accordance with the Constitution. On 3 September 1977, he was unanimously elected President of the Republic in order to serve the remaining term of office of Archbishop Makarios. In the presidential elections on 28 February 1978 and 13 February 1983 he was elected again President of the Republic, the first time being elected unopposed.

As President of the Republic of Cyprus he visited many countries and took part in various sessions of the United States, as well as in summit conferences of the Non-Aligned Movement and the Commonwealth.

Spyros Kyprianou has been awarded many medals of honour, distinctions and decorations by various countries.

Following the parliamentary elections of 26 May 1996, Spyros Kyprianou was elected President of the House of Representatives.

He is married and has two sons.

His other interests include literature, music and sports.


TOOMAS SAVITOOMAS SAVI

PRESIDENT OF THE RIIGIKOGU (ESTONIAN PARLIAMENT)

 
Born on 30 December 1942 in Tartu, Estonia. Married, father of two daughters.

1970-1980 - Head physician of the National Athletics team of the Soviet Union; senior research scientist at the Laboratory of Muscular Functioning of the University of Tartu.
1972, 1976, 1980, 1994 - participated as the National Team physician in the Olympic Games in Munich, Montreal, Moscow and Lillehammer.
1973-1993 - Head physician at Tartu Medical Centre of Physical Education.
1991-1992 - Assistant doctor at Kuopio University Hospital and at Kajaani Hospital.
1993-1995 - Deputy Mayor of Tartu.
Member of the Estonian Olympic Committee.
President of the Estonian Sports Medicine Federation.

DR. JANOS ADERDR. JANOS ADER

PRESIDENT OF THE HUNGARIAN NATIONAL ASSEMBLY

 
Born in 1959 in Csorna where he attended elementary school. He took his maturity examinations in 1977 at Révai Miklós grammar School in Gyõr. He received a diploma in law in 1983 at the Eötvös Lorand University, the Department of State and Legal Sciences. After university he worked for one year as a council executive at the Apartment Exchange Department of Budapest District VI Council. Between 1986 and 1990 he was a research worker at the Sociology Research Institute of the Hungarian Academy of sciences, mainly concerning himself with political sociology. His publications deal with the issues of public law and problems of dividing the branches of power. He became a member of Fidesz (the Association of Young Democrats) in April 1988. Since then he has been one of the party’s law specialists. In summer of 1989, during the trilateral political mutual agreement negotiations he was a member of the Opposition Round Table negotiations group in the 1/3 political subcommittee dealing with issues relating to the elections and the act on franchise. During the first general elections in Hungary on 26 November 1989, he was a member of the National Electoral Committee. In 1990 he was elected Member of Parliament on the Fidesz national list, until 1992 was a member of the National Assembly’s Constitutional Codification and Judicial Standing Committee and the Rules of Procedure Special Committee. At the Fidesz Congress held in Debrecen in April 1993, he was elected Vice Chairman. Between March 1993 and September 1997, Dr. Janos Ader was the Fidesz Executive Vice-president. During the 1994 elections he was the party’s campaign manager, and in the same year he was also elected to the Parliament according to the national list. Dr. Janos Ader was a member of the Constitutional and Judicial Committee and the Constitution Preparatory Committee. From September 1997 he worked as Vice-Chairman of the National Assembly. During the 1998 elections he was elected to the Parliament as the Fidesz-Hungarian Civil Party (MPP) candidate in the 5th electoral district of Gyõr-Moson-Sopron county. On 18 June 1998, he was elected President of the National Assembly. Dr. Janos Ader is married, his wife works as a judge, they have three children.


JANIS STRAUMEJANIS STRAUME

CHAIRMAN OF THE SAEIMA OF THE REPUBLIC OF LATVIA

 
Born in 1962 in Sigulda into a family of the politically repressed.

In 1980 Janis Straume finished Sigulda Secondary School No. 1. In 1986 graduated from Riga Medical Institute as a physician.

Married, father of two daughters and a son.

In 1986-1990 – worked as a functional diagnostics physician at Riga City Clinic No.3 and as an endoscopist at the Diagnostics Centre of the Republic of Latvia.

Since 1988 Janis Straume has actively participated in political movements the goal of which was to restore the independence of the Republic of Latvia – the Latvian Human Rights Group Helsinki-86 (Riga Chapter), the Latvian National Independence Movement (LNNK), the Citizens’ Congress of the Republic of Latvia, the Union of 18 November and the Union For Fatherland and Freedom.

Janis Straume has been elected to the 5th, 6th and 7th Saeima from the Union For Fatherland and Freedom and has participated in the work of the parliamentary Committees on State Administration and Local Governments, Human Rights and Public Affairs, the implementation of Citizenship Law; since 1993 – Chairman of the Fatherland and Freedom/LNNK Parliamentary Group.

On 3 November 1998 Janis Straume was elected Chairman of the Saeima of the Republic of Latvia.


VYTAUTAS LANDSBERGISVYTAUTAS LANDSBERGIS

CHAIRMAN OF THE SEIMAS OF THE REPUBLIC OF LITHUANIA

 
Born on 18 October 1932 in Kaunas, Lithuania. The son of architect Vytautas Landsbergis and ophthalmologist Ona Jablonskyte-Landsbergiene. In 1950 entered the Lithuanian Conservatoire in Vilnius. Began his career as a teacher while a student in 1952 and worked in this capacity till he was elected President of the Supreme Council of the republic of Lithuania in 1990.

In 1968 was awarded doctor’ degree and in 1994 he defended his thesis of doctor habilis. Vytautas Landsbergis has written ten books on art, musicology and history of music, has received awards for his outstanding contributions to music including the 1975 Lithuania State Prize for his monograph about the life and work of M.K.Ciurlionis. President of M.K.Ciurlionis Society. Since 1995 - Chairman of the Organising Committee of the International M.K.Ciurlionis Piano and Organ Competition. Vytautas Landsbergis is also Chairman of the non-profit organisation “M.K.Ciurlionis Competition”.

On 3 June 1988 - elected to the Initiative group of the Lithuanian Reform Movement “Sajudis” and at the Sajudis Constituent Congress on 22-23 October 1988, was elected to the Sajudis Seimas (Assembly) and the Seimas Council. On 25 November 1988 - elected Chairman of the Sajudis Seimas Council. Since 15 December 1991 has held the title of Honorary President of Sajudis. On 1 May 1993 the Homeland Union - Conservatives of Lithuania- was founded and Vytautas Landsbergis was elected its Chairman, in 1995 -re-elected.

On 26 March 1989 - elected in Panevezys city to represent Lithuania in the USSR People’s Deputies Congress. Following his election to the Supreme Council of Lithuania on 24 February 1990, Vytautas Landsbergis was elected to lead the Council as its President and head of the state on 11 March 1990, and preside over the session at which the restoration of the independent Lithuanian State was proclaimed.

Vytautas Landsbergis was one of the leaders of the Council of the Baltic States (1990-1992) and in 1990-1991 was Chairman of the Commission for the New Constitution of the Lithuanian Republic, as well as of the State Department for the negotiations with the USSR. Under his leadership Lithuania resisted the armed aggression and blockade of the USSR and achieved international recognition for its restored independence and concluded the agreement with Russia on the withdrawal of Russian troops from the territory of Lithuania.

After the 1992 elections Vytautas Landsbergis became a member of the Seimas and was elected leader of the opposition . He was also a member of the Lithuanian Delegation to the Parliamentary Assembly of the Council of Europe, as well as a member of the Lithuanian Delegation to the Baltic Assembly.

On 26 November 1996 he was elected Chairman of the Seimas of the Republic of Lithuania.

In 1991 - awarded the Norwegian People’s Prize for his contribution to the restoration of the independence of the Lithuanian statehood, the Award of Foundation du Future (France), the International Freedom Foundation’s (UK) 1991 Freedom Award. In 1992 he received Herman Ehlers Prize and in 1994 - the 9th International Roman Llull Prize of the Catalonian Culture Congress Foundation. Vytautas Landsbergis established the Vytautas Landsbergis Foundation, a non-profit organisation which provides help to handicapped children and young artists.

Vytautas Landsbergis holds a Doctor of Law from Loyola University in Chicago (USA), a Doctor of Humanities from Weber State University in Ogden (USA) and a Doctor of Philosophy from Vytautas Magnus University in Kaunas (Lithuania). In 1992 Vytautas Landsbergis was awarded the honorary degree of Doctor of Law by Yale University (USA).

Vytautas Landsbergis is married, father of three children. His wife Grazina Rucyte-Landsbergiene is a well-known Lithuanian pianist and Associate Professor of the Lithuanian Academy of Music. Daughters Jurate and Birute are musicians, son Vytautas is a writer and film-maker.


ANTON TABONE

SPEAKER OF THE HOUSE OF REPRESENTATIVES OF MALTA

Born on the island of Gozo, Malta in 1937. Received his education at the Gozo Seminary and St. Aloysius College in B’Kara. Between 1955 and 1966 was employed with the National Bank of Malta, currently the Bank of Valletta.
Anton Tabone has been in politics for the past 45 years. He was a member of the Gozo Civic Council from 1996 till 1973 and chaired many committees of the Council.
He has successfully won in all national elections in the interest of the National Party since 1966 and represented Gozo in the National Parliament ever since.
For fourteen years he was the Party Spokesman, first on Agriculture and Fisheries and then for Gozo Affairs.
In May 1987, Anton Tabone was appointed the first ever national Cabinet Minister with portfolio responsibilities for the island of Gozo, the post he still holds.
Anton Tabone represented Gozo and Malta at various international conferences both in Malta and abroad.
Anton Tabone is married to Marguerite neč Stivala and has three sons, Anton, Marc and Robert.

Vicemarshal of the Sejm, Co-chairman of the Polish-Lithuanian Parliamentary Assembly since 1997.

Deputy Chairman of the Parliamentary causus of the Union for Freedom in the second term, Member of the Sejm of the first term and the 10th Sejm in 1989. Vice-president of the Agency for Administrative Reform in the first “Solidarity” Government. Vice-chairman of the Transport, Communications and Services Committee within all three terms of the Sejm.

Founding member of the Citizens’ Movement for Democratic Reforms (ROAD), the Democratic Union (UD) and the Union for Freedom (UW), member of the Executive Board of the UW.

Graduated from the Krakow School of Economics and studied philosophy at the Jagiellonian University (1968-73).

From 1974 till 1981, a member of the Executive Board of the lay Catholic movement “PAX”. During the martial law period, he was active as a dissident in the “Dziekania” Political thought club, and worked as an entrepreneur and journalist.


DONALD TUSKDONALD TUSK

DEPUTY PRESIDENT OF THE POLISH SENATE

 
Senator from the Gdańsk Voivodship.
Candidate of the Board of the Union of Freedom.
Deputy to the 1st term Legislative Sejm of the Republic of Poland
Vice Marshal to the 4th term Senate of the Republic of Poland.

Born in 1957 in Gdańsk.
Completed a degree in History at the University of Gdańsk.

As a student co-operated with the Free Trade Union. In 1980 he was a co-founder of the Independent Student Association and then headed the NSZZ (Free Trade Union) Solidarity branch at Wydawnictwo Morskie (Marine Publishers). Worked for the editorial offices of Pomerania and Samorządność.

Under the Martial Law he founded and ran the illegal Przegląd Publiczny (Public review) which brought together the pro-democratic movement in Gdańsk, Gdynia and Sopot. He was active in underground Solidarity organisations.

In 1990 he became editor of the private Gazeta Gdańska (Gdańsk Gazette) and a member of the Committee for the Winding-Up of RSW (RSW - Robotnicza Spółdzielnia Wydawnicza (Workers’ Publishing Co-operative).

Currently he is Chairman of the Programme Board which exercises substantive control over the publications of the liberal foundation.

In 1989 Donald Tusk became President of the Liberal Congress which later became the Liberal and Democratic Congress (KLD). In 1994, after the merger of the Liberal and Democratic Congress with the Democratic Union, he took on the role of Vice -President of the newly established Union of Freedom.

During the 1st term Sejm of the Republic of Poland Donald Tusk was Head of the Liberal and Democratic Club and the Special Commission for examining draft constitutional acts: the Charter of Rights and Freedoms, as well as regulations introducing the Charter of Rights and Freedoms Act.

Donald Tusk belongs to the Union for Freedoms and is member of its National Board.

Donald Tusk is married to Małgorzata and has son Michał, born in 1982 and daughter Katarzyna born in 1987.


JANEZ PODOBNIKJANEZ PODOBNIK

PRESIDENT OF THE NATIONAL ASSEMBLY OF THE REPUBLIC OF SLOVENIA

 
Born on 17 September 1959 in Ljubljana. He is a medical doctor specialising in general medicine, married, and father of one child.

During his childhood and adolescence he lived Cerkno, a small town 80 kilometers from Slovene capital Ljubljana, where he attended elementary school. He graduated with honours from secondary school in 1978.

While at school, he became involved in a Christian lay movement of young people who sought a new, liberated and creative way to achieve their aim in life. Dr. Podobnik’s involvement in this community became decisive for the future development of his character since this period crystallised his orientation toward the collective experience of the meaning of life, to a committed Christian life, and, above all, to the basic attitude that the individual is the centre and creation of human relations. Consistently and in his own characteristic and original way Dr. Podobnik later applied these insights when making a public commitment to political activity.

He began his studies at the Faculty of Medicine in Ljubljana in 1978, successfully completing them in 1984. As a student he became acquainted with the personalistic movement 2000. He found in the movement new confirmation for his belief that adopting certain positions implies simultaneously a commitment to public service. This orientation manifested itself in Dr. Podobnik’s active participation in the Interdiocesan Committee for students where he served as secretary for two years. He also served as President of Society 2000 for less than two years.

In 1984 he started work at the Idrija Health Centre and moved back to Cerkno. Following his service in the Yugoslav army, Dr. Podobnik worked with great enthusiasm as a general practitioner in the Idrijsko and Cerkljansko regions. His willingness to make sacrifices and his sincere contact with patients earned him deep respect.

In 1990 Dr. Podobnik ran on the Demos list as a candidate for the Municipal Assembly of Idrija. Achieving very good election results he was elected President of the Municipal Assembly of Idrija on his first attempt. He performed this function in addition to his regular medical work until 1992. In December of that year he ran as a candidate for the National Assembly as a member of the Slovene People’s Party in the first genuine multiparty elections following Slovenia’s independence. He was elected directly to the National Assembly with over 32% of the votes and subsequently decided to withdraw temporarily from his work as a physician. Since the Congress of 1992, he has headed the Program Council of the Slovene People’s Party.

As a National Assembly deputy, he worked in the sphere of local government, social issues, health care, family policy and problems of the disabled and became Vice Chairman of the National Assembly’s Commission for Elections, Nominations and Administrative Affairs. His participation in the National Assembly debates reflected his disposition toward seeking common solutions, the use of the dialogue and respect for those who have different opinions and views.

In the local elections of December 1994 he was elected Mayor of the Cerkno Municipality in the first round with 76% of the votes cast. Since then he has also successfully headed the Mayors’ and Municipal Councilors’ Club of the Slovene People’s Party.

During the most recent National Assembly elections in November 1996 he was re-elected as a deputy of the National Assembly of the Republic of Slovenia and at its opening session, the National Assembly elected Dr. Podobnik its Speaker by a large majority of vote (82 out of 90).
