In his speech Juozas Olekas, Minister of National Defence of the Republic of Lithuania, affirms his belief that the Baltic States have always been regarded by Russia as an area of its interests. “We are concerned about Russia’s intention to dominate in many spheres –– from media and energy to militarization of the region. But the Baltic States and Poland were considered as paranoids, and Russia as a normal country. Now all this has gone,” says Mr Olekas. According to him, Russia presents both conventional large-scale intervention threat and non-conventional threat based on diversion operations. “This country is able to move more than 100,000 troops within hours and has shown a growing political will to use this capability,” states the speaker.
According to Witold Waszczykowski, Polish special rapporteur who presented a draft special report on Euro-Maidan: What Is at Stake for Ukraine and Global Security to the Committee on the Civil Dimension of Security, what started on a cold evening of late November as a modest gathering in Kyiv’s Maidan Square, unfolded into a full-blown national uprising, shaking the very foundation of the global order.
Members of the NATO PA Committee on the Civil Dimension of Security started their meeting with the analysis of the achievements in Afghanistan. 
The Science and Technology Committee discussed European energy security, strengthening of missile defences, strategies for cyber space security, and defence prospects. 
The sitting heard the Draft Report “NATO Partnerships and the Open-Door Policy of the Alliance” of the Sub-Committee on NATO Partnerships presented by Rasa Juknevičienė, Deputy Head of the Seimas Delegation to the NATO PA. In her opinion, NATO partnerships have become increasingly important for the Alliance, so it should revisit its partnership activities with a view to deepening existing partnerships and building new ones. “NATO enlargement has been instrumental in spreading stability and security throughout Europe. The Alliance needs to continue its Open Door Policy and encourage applicant countries to continue their reforms,” the Lithuanian representative said. Juknevičienė was convinced that for the upcoming Summit in Wales in September the evaluation of NATO’s Partnership and Open Door policies would be high on the agenda, particularly in the context of the crisis over Crimea.

The Spring Session of the NATO Parliamentary Assembly (NATO PA) continues its work in committees. The Economics and Security Committee was briefed on Lithuania’s energy situation. Making his presentation, Dr Dalius Misiūnas, Chairman of the Board and CEO, Lietuvos Energija, UAB, expressed his satisfaction that he was able to review and discuss Lithuania’s and its neighbours’ immediate plans in connection with energy both as regards electricity and gas supply as well as present key strategic projects and consider their potential impact on energy consumption and prices and overall energy security...
Andriy Parubiy, Secretary of the National Security and Defence Council of Ukraine, was of the opinion that the crisis which is currently underway in Ukraine is not just a Ukrainian–Russian crisis. It is not just about an aggression of Russia against Ukraine. This is a global crisis. “When Putin made a statement that the collapse of the Soviet Union was the biggest geopolitical tragedy in the 20th century, he made it clear that he sought to restore the influence that the USSR had back in those years,” said Mr Parubiy.
