Following the procedure established by the Statute of the Seimas, committees of the Seimas assess the Work Programme of the European Commission of a respective year and the work programme of the Presidency of the Council of the EU, and identify priorities.
When the Work Programme of the European Commission is received by the Seimas, it is forwarded it to committees of the Seimas for their assessment. The committees of the Seimas, within one month, debate the Work Programme of the European Commission and submit to the Committee on European Affairs and the Committee on Foreign Affairs their reasoned conclusions regarding the relevance to Lithuania of the proposals presented in the Programme and assign the proposal to one of the following categories:
1) very relevant;
2) relevant;
3) moderately relevant.
After receiving the reasoned conclusions of the committees of the Seimas, the Committee on European Affairs and the Committee on Foreign Affairs summarise them at a joint meeting and make a conclusion on the priorities of the Seimas in line with the Work Programme of the European Commission of the respective year, and communicate the conclusion to the Government. The Government has to provide the Seimas with its negotiating positions on all legislative proposals of the European Union to be regarded as very relevant or relevant.
In case the Committee on European Affairs or the Committee on Foreign Affairs decides that a legislative proposal of the European Union or any other document of the European Union outside the Work Programme of the European Commission is very relevant or relevant, it may assign such a document to one of the aforementioned categories.
People in charge of drafting Ministry positions take account of the decision of the Seimas regarding the relevance of the legislative proposal of the EU to Lithuania. The Seimas receives the positions through LINESIS, the information system of the Lithuanian membership of the EU.
