Information system of the Lithuanian membership of the EU (LINESIS)

LINESIS is a special information system of the Lithuanian membership of the EU designed to register and administer EU documents, work with positions of the Republic of Lithuania, register reports from the EU institutions and coordinate transposition of EU legislation into the national law of the Republic of Lithuania. LINESIS allows real-time coordination of positions of the Republic of Lithuania, thus enabling responsible institutions to draft and align the positions expeditiously.

Due to its unique technical possibilities LINESIS can receive documents from EU institutions, exchange documents drafted by institutions of the Republic of Lithuania, properly prepare positions of the Republic of Lithuania on matters under consideration in the EU, and ensure timely enforcement by Lithuania of EU legislative provisions and avoidance violations of EU law by Lithuania.

LINESIS covers all essential issues with regard to Lithuanian membership of the EU. The system consists of two large sections which are divided into several parts. The first section is designed for working with draft legal acts of the EU, other preparatory documents, and for preparing positions of the Republic of Lithuania. The second section is aimed at those who work with EU legal acts already adopted, at implementation and monitoring of infringements of EU law. LINESIS has a powerful search engine that allows users to look for documents across the entire database or parts of it by a number of parameters, for example, by the title or the number of the document, the institution responsible for preparing the position of the Republic of Lithuania, a fragment of a document, etc. Besides, the system enables users to subscribe to documents according to certain acronyms; the documents then are automatically delivered to the user.

The main parts of the first section of LINESIS:

EU documents. These documents are automatically classified into several categories: legislative proposals of the EU (drafts); preparatory documents (e.g. a Green Paper and a White Paper, materials of various working groups); strategic documents; reference documents; meeting agendas and meeting reports. Each document is assigned a registration card indicating important information about the document itself (data of receipt, document number, title, type (draft law or other.), area (e.g. agriculture, transport, etc.), the person responsible for the distribution of the document to competent authorities, and, when necessary, the authority responsible for work with the document and for preparing the position of the Republic of Lithuania.

Positions of the Republic of Lithuania. This part contains documents related to inter-institutional preparation and alignment of positions of the Republic of Lithuania that are drawn up by competent institutions in response to received EU documents or when preparing for various meetings. Based on the criteria, positions of the Republic of Lithuania are classified into several categories: positions concerning draft legal acts and other documents of the EU, meetings of the Council of the European Union, of the Permanent Representatives Committee (COREPER), of working groups of the Council, etc.

Documents of the Seimas (opinions, recommendations, conclusions). Documents of the Seimas and of committees of the Seimas adopted during consideration of draft legal acts of the EU and positions of the Government concerning these drafts and other documents are uploaded into this part of the system.

Meetings of EU institutions. The part includes several categories of meetings of EU institutions, which are classified (similarly to the part that contains positions of the Republic of Lithuania) by the type of meetings, e.g. meetings of the Council, of COREPER, of working groups, etc. Each category contains documents related to a respective meeting, i.e., its agenda, EU documents submitted to the meeting, positions of Lithuania on the documents, entries about steps of inter-institutional alignment of positions of the Republic of Lithuania.

Meeting reports are classified into the same categories as meeting materials (Council of the EU, COREPER, working groups, etc.) are.

The main parts of the second section of LINESIS:

Implementation of EU legal acts (or transposition of EU law into the national law of the Republic of Lithuania). This part provides plans for implementation of adopted EU legal acts, constantly updated lists of EU legal acts to be implemented alongside with ways and means of their implementation (e.g. by way of adopting a law, by a resolution of the Government, by an order of a minister, etc.), as well as a competent authority, implementation deadline, stage of implementation, etc.

EU law infringement procedure. This part is intended for registering all cases of EU law infringement proceedings initiated against Lithuania because of its delay in or improper implementation of EU legal acts. All such cases are accurately registered and fall into several headings: an implementation deadline, a competent authority responsible for implementation, the stage of the infringement procedure (formal notification, reasoned opinion), and related documents (correspondence, etc.).
