In view of the Guidelines for the Inter-Parliamentary Cooperation in the European Union, the national Parliament of the Presidency organises the events of the parliamentary dimension. The Seimas plans to hold a total of 10 parliamentary events during the Presidency of the Council, yet the final decision has not been adopted. Some events are mandatory while some are held traditionally.
The Plenary Meeting of the Conference of Parliamentary Committees for Union Affairs (COSAC). This is the biggest and the most important event of the parliamentary dimension bringing together up to 300 participants. It should be noted that the number of delegations from the national Parliaments substantially exceeds the number of the EU Member States because most states have bicameral parliaments. Moreover, parliamentary committees for European Union affairs from EU candidate countries are invited as observers, and parliamentarians from other countries are often invited as guests. The COSAC Plenary Meeting is preceded by the meeting of the Chairpersons of the Committees for Union Affairs. In addition, prior to the COSAC events, the chairpersons of the European Affairs Committees of the Baltic and Polish Parliaments traditionally hold informal meetings to discuss common positions. The COSAC Plenary Meeting drafts and adopts official final documents –– contributions and conclusions. For the duration (18 months) of the Presidential Troika of COSAC, the national Parliament delegates one staff member to the permanent COSAC Secretariat which drafts the material for COSAC meetings, as well as detailed biannual reports on the activities of COSAC and of the national Parliaments in discussing EU matters.
Inter-Parliamentary Conference for the Common Foreign and Security Policy and the Common Security and Defence Policy. This is a completely new format of parliamentary cooperation which was finally decided on by the EU national Parliaments at the Conference of Speakers of the EU Parliaments held in Warsaw on 19–21 April 2012. The Conference will replace the earlier cooperation formats of the Conference of Chairpersons of Foreign Affairs Committees (COFACC) and the Conference of Chairpersons of Defence Affairs Committees (CODACC). The new Conference will discuss the issues relating to parliamentary scrutiny of the Common Foreign and Security Policy and the Common Security and Defence Policy.
Meetings of Chairpersons of Sectoral Committees. The Seimas plans to host six meetings with the topics to be decided on later.
Conference of Speakers of the EU Parliaments. In line with the Guidelines for the Inter-Parliamentary Cooperation in the European Union, the national Parliament holding the Presidency in the second half of the year hosts the Conference of Speakers of the EU Parliaments in its country within six months following the conclusion of the Presidency.
Meeting of Secretaries General of the EU Parliaments. This is the meeting among the heads of parliamentary administrations. The meeting usually takes place prior to the Conference of Speakers of the EU Parliaments with the purpose of getting ready for the Conference. However, the meeting also discusses other relevant issues of parliamentary cooperation.
Joint Parliamentary Meetings are held at the initiative of the national Parliament of the Presidency in cooperation with the European Parliament. These are large-scale events attended by the delegations from the European Parliament and national Parliaments. Although such events usually take place at the European Parliament in Brussels, the national Parliament of the Presidency takes an active part in their organisation. For example, in cooperation with the European Parliament, it decides on the topic of the meeting and invites the heads and responsible officials from EU and Presidency institutions to make their contributions. The meeting is usually co-chaired by the Speaker of the national Parliament of the Presidency and the President of the European Parliament. Working groups are headed by Presidency MPs or MEPs. As yet, the Seimas has not decided on the organisation of a Joint Parliamentary Meeting.
Joint Committee Meetings. These are smaller-scale events similar to Joint Parliamentary Meetings, taking place in Brussels as well. Usually they are held at the initiative of the national Parliament of the Presidency in cooperation with a sectoral committee of the European Parliament on a certain topic which is relevant to the respective committees of the European Parliament and national Parliaments.
