In its plenary sitting, the Seimas decided to allocate 2 per cent of revenues from excise duty on manufactured tobacco to the Programme for the Prevention of Use of Psychoactive Substances (Inter-institutional Action Plan) approved by the Government. The initiators of the amendments said it would account for approx. LTL 14 m of the state budget. The new amendments to the Law on Tobacco Control (Draft No XIP-3676(2)) received 66 votes in favour, with no votes against and 3 abstentions (with 71 Members of the Seimas registered).
The funds from the Programme could be used to finance the prevention of use of psychoactive substances, namely, prevention programmes, projects, research, social advertising, and other relevant activities.
The adopted amendments will enter into force on 1 January 2015. Therefore, the Government will have to adopt the implementing legislation by the end of the year.
