Biography

Born in the village of Mironiškiai, the region of Zarasai, on 25 January 1947 into a large family of peasants - Old Believers. A Russian. His parents and grandparents were born in Lithuania.

Graduated from the Academy of Agriculture of Lithuania as a mechanical engineer in 1970. After graduation worked as an engineer at the Academy of Agriculture (currently the University of Agriculture) for two years. In 1972-1974 - a mechanical engineer at Čedasai collective farm in the region of Rokiškis.

In 1974-1980 worked at the training farm of the Veterinary Academy of Lithuania as a chief mechanic engineer, in 1980-1988 - deputy manager of the Agricultural Board of Zarasai region, the first Deputy chairman of the Zarasai Agro-industrial Amalgamation.

In 1990 elected deputy of the Lithuanian Supreme Council - the Reconstituent Seimas. Was a member of the Agrarian and Local Government Commissions. Belonged to the LDLP Parliamentary Group.

Member of the Seimas since 1992. Was Deputy chairman of the Public Administration and Local Government Affairs Committee, later - a member of that Commission.

On 23 February 1996, by decree of the President of the Republic of Lithuania, was appointed Minister of Public Administration Reforms and Local Government Affairs.

In 1972-1989 was a member of the CPSU. Took part in the activity of the Lithuanian Reform movement Sąjūdis. On 5 November 1988 was elected First Secretary of the Committee of the Communist Party of Lithuania of Zarasai region. Participated in the process of seceding the LCP from the CPSU.

A member of the LDLP. Chairman of the Council of Zarasai region, a member of the Presidium of the Council of the LDLP.

Speaks Russian.

Wife Audronė is an economist. The family has three grown-up children.

Member of the Parliamentary Group for the Relations with Canada.

Member of the Parliamentary Group for the Relations with the Czech Republic.

Member of the Parliamentary Group for the Relations with the Knesset of Israel.
