Born on 27 February 1937 in Vilkaviškis district.

In 1956 finished Kaunas Polytechnic School.

In 1965 - graduated from the Department of Construction of Kaunas Polytechnic Institute (currently - Technical University) as construction engineer.

In 1956-1959 - served in the Soviet Army.

From 1959 (for 30 years) worked as a technician, engineer, head of the group, head of the division, chief engineer at Kaunas Urban Construction Design Institute.

In 1988-1990 - member of Sąjūdis Initiative Group of the city of Kaunas. Chairman of its Council.

In 1990-1992 - deputy Chairman of the Supreme Council - the Reconstituent Seimas, headed the Delegation for negotiations with the Russian Federation. Former head of the Lithuanian Parliamentary Delegation to the North Atlantic Assembly.

In 1992 - awarded the rank of Extraordinary and Plenipotentiary Ambassador.

Minister of National Defence sine 1996.

Member of the CPSSU till 1989. At present does not belong to any party.

Speaks English and Russian languages.

Married. Has two adult sons.

Member of the Seimas Delegation to the Interparliamentary Union.

Member of the Parliamentary Group for the Relations with France.

Member of the Parliamentary Group for the Relations with the Czech Republic.
