Born on January 1, 1958, in Druskininkai, into a family of deportees.

Finished Druskininkai Secondary school No. 1 in 1975 and a seven-year musical school in 1973. Graduated from Vilnius University as an economist-mathematician in 1980. Worked as an engineer, senior researcher at the Computing centre of the Institute of Lithuanian Agrarian Economy. Defended the thesis in Economics in 1986. Took advanced post-graduate courses at Manchester University (Great Britain), the department of Agriculture in 1988-1989. From 1989 till 1990 - Aide for the Vice Chairman of the Council of Ministers of the Lithuanian SSR. In 1990-1992 - elected deputy of the Supreme Council of the Republic of Lithuania - Restitutive Seimas. Worked at the Committees of Foreign Affairs and Budget and Finance. In 1992 - elected Assistant to the Elder of the Supreme Council.

Member of the Council and the Presidium of the Independence Party, a member of the Lithuanian Sąjūdis Seimas in 1990-1992.

Member of the Seimas since 1992.

Member of the Homeland Union (Lithuanian Conservatives) one of the founders of that Party, a member of its Board, Chairwoman of the International Relations Committee.

1996-1998 - Minister of European Affairs.

Has signed the Founding Declaration of the Homeland People's Party on October 23, 1999 and has become a member of the Initiative group of this new moderate rightist party of Lithuania.

Awarded the National Order of France in 1997.

Speaks English and Russian.

Married. Has a son.

Chairwoman of the Seimas Delegation to the Baltic Assembly.
