Born on 19 January 1956 in Druskininkai into a middle-class family.

In 1979 graduated from Vilnius Engineering Construction Institute (currently - Gediminas Technical University) as a road engineer

In 1979-1990 - worked at the Institute of Urban Construction Planning as a chief road engineer.

In 1980 - became involved in political activities.

In 1990 - member of the Sąjūdis Seimas of Lithuania. Elected to the Supreme Council - the Reconstituent Seimas. Deputy Chairman of the Commission on National Defence and the Interior, later its Chairman. Member of the Santara political faction. Member of the Lithuanian State Delegation for the Negotiations with the Russian Federation on the Withdrawal of the Occupation Army.

In 1992 - elected to the Seimas of the Republic of Lithuania in a multi-candidate electoral district according to a joint list of the Lithuanian Christian Democratic Party, the Lithuanian Union of Political Prisoners and Deportees and the Lithuanian Democratic Party. Deputy Chairman of the National Security Committee of the Seimas, member of the Lithuanian Seimas Delegation to the North Atlantic Assembly, member of the Lithuania Seimas Delegation to the Baltic Assembly, Head of the Parliamentary Group of the Lithuanian Democratic Party. Signatory of the Declaration of re-establishment of the Lithuanian Democratic Party, its Chairman.

Until autumn of 1997 - Head of the Lithuanian Democratic Parliamentary Group, Chairman of the Lithuanian-Danish Association, President of the Association "NORDEN LIETUVA", member of the Lithuanian-Czech Association, member of the Lithuanian Photographic Union. Author of several articles on political issues in Lithuanian and foreign press.

Speaks English and Russian Languages.

Married. Has two daughters.
