Born in Šiauliai on 1 June 1949.

Was brought up in the resort town of Lithuania - Druskininkai. Finished Druskininkai secondary school in 1968. Studied medicine at Vilnius University. After graduating from University worked at Alytus Cotton Plant as therapist. In 1975-1994 worked at Vilnius University "Red Cross" hospital.

In 1994 - Secretary (Deputy Minister) of the Ministry of Health. Minister of Social Affairs and Labour of the eighth Government since 1996.

A member of the Homeland Union (Lithuanian Conservatives).

Married. The family has two children.
