Biography
Born in Šilalė region, the village of Nevočiai, on 20 August 1946.
In 1964 finished secondary school. In 1972 graduated from Kaunas Polytechnic Institute (currently the Technological University) as an engineer economist. In 1963 worked as a secretary at the Prosecutor's Office in Šilalė, later - as a chief account inspector at the Statistics Inspectorate. In 1990 A. Bartkus was elected member of the Municipal Council of Šilalė region, in 1990-1994 - Chairman of the Municipal Council of Šilalė. Participated in international conferences in Norway, Sweden, Great Britain on the issues of self-government, development of partnership, organisation of administration reforms and elections. At the Constituent Assembly of the Homeland Union (Lithuanian Conservatives) held in 1993 was elected member of the Board, later - Deputy Chairman of the Board. Worked at the Seimas as Elvyra Kunevičienė's assistant. Alfonsas Bartkus is interested in politology and the development of administration reform. Speaks English and Russian. Wife Liucija is an artistic director. The family has two daughters. Member of the Seimas Delegation to the Interparliamentary Union.
