Born on 18 December 1955 in Prienai region.

In 1974 finished Balbieriškis secondary school.

In 1979 - graduated from Vilnius Engineering Construction Institute (currently - Vilnius Gediminas Technical University).

In 1991-1993 - Direction of a Private enterprise.

In 1993 - Chief engineer of the Department of Economics of the Marijampolė city management.

In September 1993 - elected mayor of Marijampolė city.

On 13 April 1995 - re-elected for a second term of office.

In 1996-1999 - Minister of Transportation of the Republic of Lithuania.

Speaks Polish, French and Russian languages.

Married. Has three children.

Member of the Seimas Delegation to the Interparliamentary Union.

Member of the Parliamentary Group for the Relations with France.
