Each year, the European Commission adopts a Work Programme setting out the list of actions it will take in the coming year.
The Work Programme informs the public and the co-legislators of the Commissions political commitments:
- to introduce new initiatives,
- to withdraw pending proposals
- to revise existing EU legislation.
The initiatives in the Programme might be legislative or non-legislative. The Work Programme is then presented at the joint meeting of the Committee on European Affairs and the Committee on Foreign Affairs. Following the presentation, the specialised committees are requested to debate the initiatives in the Work Programme in their meetings. The specialised committees of the Seimas, within one month, debate the Work Programme of the European Commission and submit their conclusions regarding the relevance to Lithuania of the proposals presented in this programme.
The Committees assign the proposal to one of the following categories:
1) very relevant;
2) relevant;
3) moderately relevant.
According to this assignment, the newly released Commission’s legislative or non-legislative initiatives are registered on Seimas’ database and distributed to the specialized committees to consider in their meetings.
