Born on 25 August 1937 in Alytus.

In 1960 - graduated from the Department of Law of Vilnius University. After graduating taught law at the Department of Law of Vilnius University.

In 1973-1990 - Director of Forensic Science Research Institute, at the same time - a teacher at Vilnius University.

In 1990-1993 - docent at the Department of Law of Vilnius University.

In 1993-1996 - judge at the Constitutional Court.

In 1996 - docent at the Institute of International Relations and Political Sciences of Vilnius University.

Member of the Lithuanian State Delegations for negotiations with Russia.

Author of a number of books and 100 articles on the issues of Constitutional law, land law and political sciences.

Member of the Lithuanian Society of Lawyers, the Lithuanian Association of Political Sciences and the Association of Publishing European Laws.

Former member of the CPSU, currently does not belong to any party.

Speaks English and Russian languages.

Married. Has two sons.
