In 1953 finished Vilnius Secondary School named after A. Vienuolis.
In 1953-1957 studied at Leningrad (Saint Petersburg) Institute of Economics of Finance.
Worked at the Ministry of Finance as an economist, later - head of the Establishment, Agriculture Financing Administration.
In 1969 - diplomatic representative of the Council of Ministers of the LSSR at the Council of Ministers of the USSR, from 1977 - Deputy head of the State Labour Committee, from 1988 - First Deputy Minister of the Labour and Social Security Ministry of the LSSR.
In 1990-1994 - Deputy Minister of the Ministry of Labour and Social Security of the LSSR, later -its Minister.
In 1994-1996 - Minister of Administration Reforms and Self-government Affairs, Prime Minister of the Seventh government (XXVIII).
Minister of Health since 1998.
Former member of the CPSU, later - member of the Lithuanian Democratic Labour Party.
Speaks Polish and Russian languages.
Married. Has a daughter.
Member of the Seimas Delegation to the Interparliamentary Union.
Was Deputy head of the Seimas Parliamentary Group for the relations with the Kingdom of Belgium.
After being appointed Minister of Health. Refused the mandate of the Seimas member.
