GROUP FOR INTER-PARLIAMENTARY RELATIONS WITH THE REPUBLIC OF ARMENIA

 

 

STATEMENT

ON THE SITUATION IN ARMENIA AND ON THE GEOPOLITICAL SELF-DETERMINATION OF ARMENIA

Members of the Group for Inter-Parliamentary Relations with the Republic of Armenia of the Seimas of the Republic of Lithuania

condemn the military offensive launched by Azerbaijan against Armenia on the night of 13 September 2022;

express their deep concern over the reports on the use of large-calibre weapons, artillery and unmanned aerial vehicles in targeting both military and civilian facilities and critical infrastructure in the Armenian regions of Tavush, Gegharkunik, Ararat, Vayots Dzor, and Syunik;

call for putting an immediate end to the use of military force, warmongering and hateful rhetoric, for complying with the commitments undertaken under the ceasefire statement of 9 November 2020, and for acting in line with the provisions of the agreements reached at the high-level meetings in Brussels, including the tripartite meeting held on 31 August 2022, at which the parties agreed, in the presence of Charles Michel, President of the European Council, to start working on a draft peace treaty, as diplomatic negotiations represent the only way forward to achieve a sustainable resolution of the conflict and ensure lasting peace in the region;

note that the current military escalation once again confirms the urgent need to withdraw troops to the positions held before the incursion into the sovereign territory of Armenia in May 2021 and to initiate an internationally-mandated monitoring mission with a view to stabilising the situation in the border region;

stress that the violations of the territorial integrity of Armenia and the use or threat of military force constitute a flagrant violation of international law and are unacceptable; this aggression undermines the historic opportunity to resolve the conflict peacefully, sustainably and comprehensively and to enable the states in the South Caucasus to reconcile and ensure their security and prosperity; it opens up the way for powers that pursue opposite objectives to manipulate the fate of the whole region and its states.

call on NATO and EU countries to consider new regional peacekeeping initiatives with the view to  ensuring Armenia's security and territorial integrity;

stress that at a time when Ukraine is defending the entire Western civilization from the Kremlin imperialism, Armenia's continued presence in any military and political alliances with fascist Russia weakens Armenia's geopolitical environment and leaves it increasingly isolated from the support of the democratic world;

propose to Armenia to consider the possibility of withdrawing from any collective alliances with Russia, at the same time starting active negotiations with the EU and NATO, as well as the member countries of these organizations, with a request to ensure a safe future for Armenia.
