Baltic Committees on Foreign Affairs adopt a joint statement on comprehensive support for Ukraine

Having met in Birštonas on 6 June 2025, members of the Committees on Foreign Affairs of the Parliaments of Lithuania, Latvia, and Estonia adopted a joint statement reaffirming unanimously their strong commitment to supporting Ukraine in its fight against the Russian aggression. 

‘This statement is a significant political signal. It underscores the solidarity of the Baltic States with Ukraine and our shared determination to ensure lasting peace and security in Europe. The document clearly affirms that Ukraine’s sovereignty and territorial integrity are non-negotiable, and that Ukraine’s victory in the fight against Russia’s aggression is vital not only for regional, but also global security. Peace founded on justice will only be possible in Europe if Ukraine regains all of its territories and those responsible for war crimes are held accountable,’ said Remigijus Motuzas, Chair of the Seimas Committee on Foreign Affairs.

The joint statement emphasises the importance of Ukraine’s membership in the European Union, setting the goal of concluding accession negotiations and welcoming Ukraine as a full member of the EU by 1 January 2030. The document also highlights the need to make every effort, in line with the decisions of the NATO Summits in Bucharest (2008), Vilnius (2023), and Washington (2024), so that concrete political steps are taken at the upcoming 2025 NATO Summit in The Hague, paving the way for Ukraine’s accession to the Alliance.

The Baltic MPs have expressed strong support for enhanced defence cooperation between Ukraine and its partners. The statement emphasises that Ukraine’s accession to the Joint Expeditionary Force (JEF) would be a meaningful step towards deeper regional security integration. The statement also underscores the need to continue international diplomatic efforts to isolate Russia and its supporters within international organisations, expand and tighten sanctions, and ensure full legal and political accountability for crimes committed against Ukraine.

Participants of the meeting appealed to the Committees on Foreign Affairs of other national parliaments, international parliamentary assemblies, governments, and responsible institutions to endorse the statement and take concrete steps to provide consistent, determined, and sustained support for Ukraine’s victory, reconstruction, and full integration into the Euro-Atlantic community.

‘This joint statement by the Baltic Parliamentary Committees is a testament to the region’s unity, strong values, and determined political action in the face of geopolitical challenges,’ Mr Motuzas added, highlighting the significance of the statement.

From 5 to 7 June 2025, delegations from Committees on Foreign Affairs of the Seimas of the Republic of Lithuania, the Saeima of the Republic of Latvia, and the Riigikogu of the Republic of Estonia met in Lithuania. The delegations were led by Remigijus Motuzas, Chair of the Committee on Foreign Affairs of the Seimas of the Republic of Lithuania; Inara Murniece, Chair of the Committee on Foreign Affairs of the Saeima of the Republic of Latvia; and Marko Mihkelson, Chair of the Committee on Foreign Affairs of the Riigikogu of the Republic of Estonia.

 

The meeting focused on the security situation and joint actions to strengthen deterrence measures in the region. Dovilė Šakalienė, Minister of National Defence of the Republic of Lithuania, Julius Pranevičius, Vice-Minister of Foreign Affairs, and Simonas Šatūnas, Head of Cabinet of Andrius Kubilius, European Commissioner for Defence Industry and Space, also participated in the discussion. 

 

During their stay, the delegations visited the Grand Duchess Birutė Uhlan Battalion of the Lithuanian Armed Forces’ Infantry Brigade Iron Wolf in Alytus, where Lt. Col Antanas Survilas, Commander of the Battalion, briefed them on the infrastructure, military equipment, and weaponry of the Battalion.

 

The next meeting of the Baltic parliamentary Committees on Foreign Affairs will be hosted by Latvia in 2026
