Seimas will launch its autumn session with presentation of the draft work programme

On 10 September 2019, the Seimas will convene for the first sitting of its seventh (autumn) session. The top item on the agenda of the first working day is the presentation of draft work programme No XIIIP-3824 of the session.
The work programme provides for five areas of action: building a cohesive, responsible and healthy society; improving the quality and effectiveness of education, culture and science; advancing the effectiveness and transparency of the public sector; developing the sustainable and competitive economy; and ensuring the national security.
The draft programme contains the proposal on the five priorities, namely:
- approval of the financial indicators of the state budget and municipal budgets for 2020 and the budgets of the State Social Insurance Fund and the Compulsory Health Insurance Fund;
- further reduction of social exclusion through comprehensive measures (benefits for children, start of universal introduction of free school meals, review of maternity and childcare benefits, etc.);
- reduction of corruption and ensuring of transparency, improvement of the framework for regulation of the activities of debt recovery companies (legitimisation of civil asset forfeiture; improving the regulation on lobbying activities; increasing the transparency of the activities of state and municipal enterprises, legitimisation of the institute of the lay judges);
- improving and controlling of the legal regulation of changes in the education system;
- designing a framework for legal regulation of cultural policy and putting the state’s commitments in the field of culture into law.
In the autumn session, the Seimas will also be submitted legislative proposals relating to an EU law infringement procedure or the European Commission’s inquiries into compliance with EU law and draft laws transposing or implementing EU legislation.
Traditionally, the Seimas will hear information reports of the members of the Government on the implementation of the adopted laws.
In total, 45 sittings are scheduled for the autumn session.
The draft work programme includes 507 legal acts submitted by President Gitanas Nausėda, the Government, the Seimas committees, political groups and members of the Seimas.
