The spring session of the Seimas is to begin this week

On Tuesday, 10 March 2020, representatives of the nation will meet at the 8th (spring) session, the penultimate session of the current tenure. The sitting will begin at 10 a.m.

At the first sitting, the draft work programme of the session containing over 580 draft bills will be presented. A total of 147 draft bills in the work programme come from the Government, 9 are suggested by Gitanas Nausėda, President of the Republic, and some 300 were initiated by Members of the Seimas and political groups. A certain share of the drafts in the work programme had been submitted during previous sessions and await further consideration.

The priorities of the work programme for the spring session are as follows:

• continued implementation of the measures to reduce social exclusion, foster employment, increase opportunities for integration of the unemployed into the labour market, and strengthen the social integration of people with disabilities;
• effective measures to prevent corruption and reduce shadow economy through a more effective public procurement system and improved regulation on lobbying;
• environmental regulation, implementation of effective environmental controls, and reaching Lithuania’s commitments on EU climate change and energy policy objectives by 2030; implementation of the National Progress Programme 2021–2030 and the concept of the Comprehensive Plan of the Territory of the Republic of Lithuania.

One of the key priorities of the session is to monitor implementation of ongoing reforms in education, healthcare, taxation, innovation, reduced shadow economy and pensions. As during previous sessions, every Tuesday ministers will hold briefings at the Seimas sittings on the implementation of the adopted legislation.

The Seimas will also hear the State of the Nation Address of the President of the Republic and the presentation on the Government’s annual report for 2019.

Plans are in place to discuss the strategic topics, including the future EU Multiannual Financial Framework for 2021–2027, the impact of Brexit on Lithuania, environmental developments, and the prospects for the implementation of the Green Deal.

The agenda of the first sitting includes the discussion on the draft resolutions of the Seimas on the appointment of judges of the Constitutional Court and on the dismissal of Sigita Rudėnaitė, Judge of the Supreme Court of Lithuania, from the position of the Head of the Civil Case Division of the Court, and her appointment as President of the Supreme Court of Lithuania.

The agenda of the sittings, approved by the Board of the Seimas, envisages holding almost 50 sittings during the session scheduled to last from 10 March to 30 June 2020.
