In its Resolution, the Seimas has formulated the principles of use of artificial intelligence technologies in the public sector

The Seimas has adopted a Resolution on use of artificial intelligence technologies in the public sector.

‘Public sector institutions now heavily rely on artificial intelligence to function effectively. It is already obvious that artificial intelligence is instrumental in integrating various areas of activity by helping to optimise processes and improve outcomes and provides public authorities and public administration entities with new opportunities for more effective, transparent and responsible performance. However, the use of artificial intelligence is an alarmingly personal and unregulated undertaking. Individuals assume all risks and bear full responsibility for using artificial intelligence at work. This may lead to data leakage and inaccuracies. The use of artificial intelligence by public sector staff is unmonitored. In order to ensure that the use of artificial intelligence contributes positively to society, it is imperative to set consistent guidelines for legal regulation,’ said Rasa Petrauskienė, Chair of the Working Group on Artificial Intelligence of the Committee for the Future, during the presentation of the draft Resolution.

The Resolution calls on the Government, as a body exercising the prerogative of the executive and having discretion over the choice of methods and means of handling national affairs, to ensure the adherence to the following eleven principles of use of artificial intelligence technologies in the public sector, namely:
1. Appeal to a person;
2. Personal initiative;
3. Responsibility for the decisions taken;
4. Traceability;
5. Quality guarantee;
6. Equality;
7. Non-abuse;
8. Personalisation of outcomes;
9. Transparency;
10. Equivalence of the rule of law and legal regulation;
11. Safeguarding human interests. 

The Seimas Resolution on the principles of use of artificial intelligence technologies in the public sector was approved by 82 votes in favour, two against and 17 abstentions.
