Why were guided tours insufficient?
The demand for guided tours and presentations on the work of the Seimas, in terms of registered participants, exceeded the supply due to the limited abilities of the Seimas to offer said services. There was no dedicated area for visitors at the Seimas and the tour guides often had to resort to their work directly in the Seimas corridors. Moreover, during events and official visits at the Seimas, participants of guided tours would infrequently lose out on the opportunity to learn about the Seimas or have a meeting with a Member of the Seimas. Finally, visits in this format had been organised since, more or less, 1996, while visitor needs have dramatically changed over time. Therefore, visiting the Seimas had to be made more up-to-date.
